Singapore’s Bilateral Agreements With China

The bilateral CSFTA signed between China and Singapore has enhanced Singapore-based companies’ access to the vast Chinese market and further boosted bilateral trade and investment relations. CSFTA provides for accelerated tariff concessions that will enhance the competitiveness of Singapore goods vis-à-vis other foreign imports into China.

Mutual Recognition Arrangement (MRA)

Under the Singapore-China Mutual Recognition Arrangement (MRA), both Singapore and China recognise the compatibility of their Authorised Economic Operator (AEO) programmes. AEO companies enjoy faster customs clearance not only when exports leave their own country, but also when they arrive in the other MRA country.

Ningbo, QingDao, Shanghai and Xingang are those Direct route export from Singapore.

CHINA REGULATION

REQUIRES Fumigation (ISPM 15), a copy of commercial invoice & packing list to be provided prior to loading,

Mosquito Eradication Certificate (MEC) must be presented by cnee to local authorities at POD. It is shipper’s responsibility to ensure that for all Hazardous (DG) cargoes

(inclusive batteries) imported into Shanghai or via Shanghai, must have DG label pasted on outer packing of physical cargoes in both Chinese and English. Failure to do so will lead shipment to be held by Chinese Quarantine Authority in Shanghai and all additional cost would be for the account of shipper if the cost cannot be recover from consignee.

HBL MUST INDICATE: Both shipper and cnee tax reference number (USCI), contact number & HS (NCM) 6 digit code. All cargo description cannot be shown as a general remark such as, Personal Effects, Household goods, Electronic goods and must show exact description of goods as per packing list with HS code indicated below each individual commodity.

NOT ALLOWED: Hazardous (DG) cargoes (inclusive batteries) to Qingdao, Ningbo, Xingang and Shenzhen, Dalian & Xiamen via Hong Kong, military cargoes (To & via Hong Kong), recycle or second hand cargoes return goods (To Shenzhen, Qingdao & via Qingdao),pharmaceutical products (To Shenzhen).
